How we assist developments with on-site staff
J&B offer the following options for RTM/RMC Companies, freeholders and estate owners with on-site staff, including estate managers, concierges, site managers, and reception employees:
1. J&B-employed Staff Members are assigned to your development:
Jennings & Barrett employs staff directly, managing all aspects from interviewing staff to payroll and onboarding, through to ensuring they are trained to meet competent person requirements and monitoring their performance.
2. RTM/RMC Company as the employer with J&B support:
The RTM/RMC Company, freeholders or landlords employ the staff, and we provide them with appropriate advice for payroll management, as well as some standardised resources to give the staff and fulfil their responsibilities as an employer. The Company is responsible for ensuring compliance with employment law and safety at work regulations, as well as verifying that employees correctly fulfil their duties, with support from their Property Manager. The second option is the most common choice for clients. It provides clients with greater direct management of the employee and consistency for residents. However, it also creates greater responsibility, as the Company becomes an employer.
The responsibilities of employing on-site staff
All employers, including RMC companies and landlords, must:
- Fully comply with employment legislation, including the Equality Act 2010, employment rights, and Safety at Work legislation.
- Ensure that their staff have a safe, accessible workplace.
- Ensure that staff meet competency conditions and complete any relevant training.
- Keep employee information and data protected in compliance with the law.
- Register with HMRC and pay tax as well as national insurance.
- Arrange payroll to be completed.
- Get Employers’ Liability Insurance.
They should also:
- Provide clear job descriptions and employment contracts.
- Monitor performance and ensure that the staff fulfils their hours.
A range of options exists to help Company Directors outsource these responsibilities – using agency staff is one; however, this can create inconsistency in service level and significantly limit the ability to manage the role and its duties effectively. To help our clients become more effective and compliant employers of their on-site staff, J&B have launched a new “On-Site Staff Processes and Procedures” resource.
Helping Clients Manage On-Site Staff Effectively
The resource contains materials such as:
- Template job descriptions to enable effective communication of on-site staff members’ responsibilities;
- Competence requirement resources to ensure that staff are suitably skilled for their role;
- Inspection logs and submission processes, enabling consistency and greater oversight for property managers and Company directors;
- HR templates and processes to aid with collecting adequate employee information (including emergency contact information) and to monitor annual leave;
- Lone-working risk assessments;
- Fire door training, so that on-site staff can take responsibility for completing quarterly fire door checks.
This resource is now available for Directors across all relevant sites.
It is just one of the upcoming service improvements that J&B is planning to make regarding the management and safety of on-site staff, with future projects in this area to come in 2026.
